| Sam Harrell's compassion for students with needs and his recognition of the importance of the learning process drives his efforts to reach students who might otherwise fall through the cracks or never reach their potential. He has a sincere drive to reach these students and continues to seek out resources to do so. He has an in-depth understanding of the “at-risk” factors for students located in lower economic areas, students with disabilities, students from single parent homes, students with learning problems, students who have a “need,” and students with diversity issues. | |

| The following LOCs were obtained by ULNWI in 2007, during its efforts to win YouthBuild Grant. The grant writing efforts were under leadership Sam Harrell. Unfortunately, there was only enough Federal funding available through the Department of Labor/Employment and Training (DOL/ETA) to fund existing YouthBuild programs. |
